1. Germany applies the departure of equipment from the exporter’s territory as criterion for recording its arms transfers. 2. Germany continues (a) to record only transfers of complete equipment, as defined in the seven categories, and (b) not to include transfers of the following items: (i) items that have been demilitarized; (ii) items transferred for distraction or disposal (especially scrapping); (iii) items serving as museum exhibits.
